Request for Proposals: Park Irrigation Installation

The City of Wood Village, Oregon will be accepting sealed bid proposals for the installation of an irrigation system at Donald L. Robertson Park until 2 p.m. April 23, 2019, at which time the Bids received will be publicly opened and read in the City Council chambers.  Bid proposals shall be from an Oregon licensed landscape contractor.

Project Description

Integrate the new irrigation system with the existing 6.2 acre sports field irrigation per design plan.  The in-ground system is to include new valves, mainline and lateral PVC irrigation lines, retracting sprinkler heads, control box, backflow valve, and vault.  The system will be installed with a drainage system for winter purging.

Instructions to Responders

Proposals are to be mailed or delivered to the City of Wood Village, 2055 NE 238th Dr., Wood Village, OR 97060-1095.

Proposals shall be identified on the exterior of the sealed envelope including project name, bidder’s name, address, and business license number.

Bidders must show that they are licensed and bonded in Oregon and will be required to furnish a Certificate of Liability Insurance, $500,000 Workers Comp and Automobile Insurance prior to the award of the contract.

All contractors who intend to submit a bid shall contact John Niiyama Public Works Director at (503)-489-6857 or by email at johnn@woodvillageor.gov to be added to the plan holders list. Copies of the bidding documents are available on the City’s website (www.woodvillageor.gov) or can be obtained by emailing johnn@woodvillageor.gov. Copies of bidding documents can be obtained at the office of the OWNER by contacting: John Niiyama, City of Wood Village, 2055 NE 238th Dr., Wood Village, OR 97060 or call (503) 489-6857. A fee of $25 will be charged for each set of Bidding Documents provided.

Bids must contain a statement of compliance with ORS 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages to be considered by the City.  Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120 and is registered with the OCCB as required by ORS 701.035.ET.SEQ.  The First-Tier Subcontractor Disclosure form must be submitted within two (2) working hours after Bid Closing.

Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of the Owner in an amount not less than 5 percent of the bid amount.  The successful bidder will be required to furnish to the Owner a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid.  The successful bidder and all subcontractors will be required to furnish to the OCCB a public works bond in the amount of $30,000, unless exempt under ORS 279C.
