Pavement Preservation — 240^th Pl and Village Ct — AC Patching, Crack Sealing, and Slurry Seal

The City of Wood Village is seeking proposals from qualified contractors licensed in the state of Oregon for asphalt patching of approximately 5 square yards, crack and curb line sealing of approximately 4580 lineal feet, and slurry sealing of approximately 2910 square yards on residential streets. Sealed proposals will be accepted until 2:00 pm on Tuesday, July 21^st, 2026, at which time they will be publicly opened and read.

Bid Alternate 1: Patching and Sealing on Riverwood St. Include, as separate bid items, an additional 61 square yards of dig-out patching, 400 lineal feet crack and gutter line sealing, and 600 square yards of slurry sealing.

Project Description

• Work includes street cleaning, curb-line weed removal, crack and curb line sealing, and type II slurry seal application of the residential road segments identified.
• Patching shall include saw-cutting and removal of asphalt surfacing, base rock and weak subgrade, placement and compaction of new base rock and asphalt. Patch surface shall be Type C hot mix asphalt concrete with a minimum thickness of 2”. Alternative asphalt repair methods may be considered if City staff is consulted prior to bid.
• Quantities are estimates, and prospective bidders are encouraged to field-verify quantities and measurements prior to submittal. Staff is available for consultation if desired.
• Traffic control is required for this project. Prior to the commencement of work, Contractor shall submit a traffic control plan to the City for approval. After sealing is completed, contractor shall provide flaggers or full width barricades until material is drivable.
• Work hours will be limited to between 7:30 am and 6:00 pm Monday through Friday, except for Thursdays; the City requires that residential street work not occur on Thursdays to allow for garbage collection. Saturday work will require an advance request and approval by City Manager. Documentation and inspections will be carried out by City Staff.

Special Requirements

Proposals are to be mailed or delivered to the City of Wood Village Public Works Department, 24200 NE Halsey St., Wood Village, OR 97060-1095. Proposals shall be identified on the exterior of the sealed envelope including bidder’s name, address, and business license number. Proposers shall include with their proposal a Bid Bond to the amount of 5% of the Bid price. Proposers must show that they are licensed and bonded in Oregon.

This project is subject to compliance with Prevailing Wage Rate Laws and Federal Labor Standards. As required by these laws, the Contractor shall provide certified payroll documents. Bidders shall submit first-tier subcontractor disclosure documentation equivalent to WH-179 form within two hours after the bid opening in accordance with State Laws. If there are no subcontractors that require disclosure, the form is required with “NONE” listed as an entry. Per ORS 279C.370, failure to submit disclosure form will disqualify bid from consideration.
